The book explores the history of Tokyo in aspects of land and urban development in search for the balance between destruction and reconstruction. It gives a detailed historical account of the city from the Edo and Meiji period, witnessing the changes in water and land transportation, as well as water-land proportion. The pages are filled with colourful hand-drawn maps and old photos that show previous city life. It also discusses the problems of ethnic oblivion as a consequence of urban planning and constant urge for improvement under western influences.
