Aid Under Fire: Nation Building and the Vietnam War (2016) is a new book by Jessica Elkind on the nation-building effort of United States in South Vietnam. She argues that in spite of the sincerity of these efforts, Vietnamese continued to view them as the continuation of foreign influences on Vietnam Soil.  In the chapter “The Virgin Mary Is Going South”: Refugee Resettlement in South Vietnam, she provides an account on the US participation in the Northern Refugees’s migration to South Vietnam, and the Resettlement programme.
