After the Community Environment Remodelling Scheme gradually grew mature, Taipei government launched a Community Planning Profession scheme in 1999 which hired professionals from different disciplines, such as architects, urban planners, scholars, teachers and IT elites, to assist residents in implementing their plans and act as a bridge between the government and locals.

The above photo shows the manifesto of Taipei Community Planners. Important points included ‘to allow citizens’ participation in the development of public spaces in communities” , “to decline tearing down houses and developing greenland for bulk rewards” etc.
