JICA, The Mastermind behind the Establishment of MRT Jakarta

MRT Jakarta is owned by PT Mass Rapid Transit Jakarta (PT MRT Jakarta). It is one of the Regional-Owned Enterprises (ROE) of DKI Jakarta Provincial Government. However, another organization contributed a lot to the establishment of PT MRT Jakarta which is JICA (Japan International Cooperation Agency). JICA participated in several studies and planning that contributes to the establishment of MRT Jakarta. JICA itself is established on October 1, 2003 as an Incorporated Administrative Agency, that aims to contribute to the promotion of international corporations, connecting Japan to other countries, reaffirming the development of Japanese and global economy by supporting the economic activity of the developing regions. Both the headquarters and research institute of JICA are located in Tokyo, Japan. JICA tried to address the most demanding issues in several countries, not only in Asia but also in Europe, Middle East, Africa, Oceania, and Latin America. JICA’s vision is to create a better connection and partnership between the countries to create a free, peaceful and prosperous world where a better future will be achieved. JICA focuses on human security and also quality growth.

With partners across the world, JICA is very committed to achieve the vision and mission. It also emphasized partnership and willingness to work with the people. The strategy that JICA mainly uses is to think and proceed with long term perspective in mind. It also brings together wisdom and resources in the process of co-creation.   1. I am intrigued by Jakarta’s transit system being established by a foreign organization, the JICA. Is there a reason why JICA is so committed to achieving its vision and mission in another country’s capital city such as Jakarta, and contribute to such a regional project? What kind of (mastermind) contributions were they capable of bringing to the MRT Jakarta that the local agencies could not? How much should the JICA intervene with projects that still face security and public safety issues?
