Historical Document # 1 [Background – Geographic] Notice on Issuing the Outline of the “11th Five-Year Plan” for National Economic and Social Development of Tianjin Binhai New Area
This historical document shows a critical force from the government’s police that is the very indispensable factors that determines the final site selection of the project when we are analyzing its rationale of birth from a geological point of view.
China is now developing Tianjin as an international transport and logistic center in northern China attracting investment from foreign countries. It could be seen as another counterpart versus Shanghai as the southern hub in charge of similar duty.
This kind of identity of an international city, or to say a global city, for Tianjin is pressed in the “notice on Issuing the Outline of the “11th Five-Year Plan” for National Economic and Social Development of Tianjin Binhai New Area (TBNA)” posted by the Tianjin Municipal People’s Government. And the leading area for the achieving the vision in the 11th Five-Year Plan is designated to the Tianjin Binhai New Area, where industries of innovative and high technologies already has been developing there over years.
The area was planned with the pattern of special zoning, in short as “one axis; one corridor; three districts; seven functional zones” according to the 11th Five-Year Plan . And influenced by the awareness of the Chinese government towards the environmental protection issue directly tied up with economy performance through a global carbon emission trading system created in the G8 summit, visions of Eco-City construction were then assigned to these functional zones of the TBNA . The SSTEC project, integration both the potential of international joint-venture and the theme of “green”, just took over one of the zones for China to build its flagship project of Eco-City.
